Second, it emphasizes collecting and analyzing information about disinformation campaigns using open-source digital research and, where relevant, data analytics tools. That analysis is expected to be shared with the public as well as key stakeholders such as journalists, media outlets, government bodies, and international partners. Third, it prioritizes targeted outreach to specific Ukrainian audiences with the intent of reducing vulnerability to misinformation, disinformation, and malign influence, including audiences in areas considered more susceptible to Russian influence such as parts of Eastern Ukraine and locations under active or potential threat due to the war.

Structurally, the Embassy is looking for a lead implementer capable of coordinating a nationwide network and running a competitive subgrant process. The main activities described include active coordination with other relevant organizations, including activists, media, volunteer networks, and civil society organizations already doing similar work, ideally leveraging existing networks rather than building everything from scratch. Proposals that incorporate data analysis and digital forensics capacities already operating in Ukraine, whether owned by the applicant or accessed through partners, are viewed favorably. The work should also include organizing outreach events and disseminating information to carefully defined Ukrainian audiences, developing and providing resources in online formats, and offering trainings or other support methods to strengthen activists and grassroots organizations. On the research side, the program calls for analysis of open-source materials related to disinformation campaigns targeting Ukraine and the development or use of data analytical tools to track, collect, and interpret disinformation activity. A specific media-support component is also central: creating informational products for journalists and conducting information sessions that help media professionals recognize, resist, and responsibly cover disinformation and malign influence.

Funding is structured around one primary award to the selected organization, with that organization then issuing subgrants to Ukrainian groups through the small grants competition. While the overall award ceiling listed is up to USD 1,975,000 and the Embassy anticipates making one award, the subgrants to local organizations are expected to fall in the range of USD 40,000 to USD 150,000 per individual project. The project period may be up to two years, and the Embassy also notes the possibility of non-competitive continuation amendments, depending on performance and funding availability, with a total maximum award duration (including continuations) not to exceed 54 months. The U.S. government reserves broad discretion in the selection process, including the right to reject any or all applications, make an award based on initial submissions without negotiations, and request clarifications if needed.

Applicants are expected to demonstrate concrete capability in several areas that the Embassy treats as critical to successful implementation. These include the ability to tailor programming for Ukrainian audiences, implement all activities in Ukraine, manage an award at the scale of the total funding amount (or larger) based on prior federal award experience, run a Ukraine-wide grants competition focused on countering disinformation, build in sustainability, and design a monitoring and evaluation approach that can credibly measure results. Performance measurement is framed around practical output indicators, such as how many organizations, media representatives, and volunteers are reached; how many subgrants are issued; how many people are reached through outreach events; how many data sources are used; how many analytical reports are produced; how many journalists are trained; and how many journalists receive informational products.

Eligibility is open to U.S.-based nonprofit/non-governmental organizations (including those qualifying under 501(c)(3)) as well as foreign-based nonprofit NGOs, provided they can demonstrate the partnerships and capacity needed to work effectively in Ukraine. Cost sharing is explicitly not required and does not improve competitive ranking. Organizations must not be suspended or debarred and cannot have disqualifying issues reflected in SAM.gov, and they must have a Unique Entity Identifier (UEI) and an active SAM.gov registration at the time of application submission; subrecipients are also required to have UEIs.
